New p64 owner with issues......
I just snagged a p64 today and found an found an interesting problem. when engaging the decocker my firing pin will rotate 90 degrees and effectively jam the decocker in the "safe" position and I have to disassemble and rotate the pin manually to fix the situation. Is this a decocker or a pin issue?

Sounds like the nub on the firing pin is broken off.
EDIT:
The nub I'm talking about is the little piece sticking up on the right hand side of the firing pin in this picture.

That nub goes into a special groove in the firing pin channel of the slide and locks into the safety when the selector is on SAFE. That keeps the firing pin from advancing forward when the pistol is on SAFE even if it were dropped or in the event of decocking.

Other option... and I'm not saying you did it wrong. But I'm wondering if it was even installed properly by whoever you bought it from. ??? There is a channel on the left side of the slide (the side the opening for the safety is on). The nub goes into that channel. So long as the firing pin is all intact, there is virtually no way for it to rotate 90 degrees out of position.
