I've never seen a p-83 ... are the heavier or lighter than the 64? Same size (I can't imagine smaller) or bigger?

to my understanding it's about the size (bigger?) than a Makarov PM

slightly bigger than a makarov pm and just a tad lighter i think ? due to a few stamped parts

I saw a websote today Collectors Arms or Collectible Arms that had a P83 for $565!! They claim it is the current military issue of Poland and "hard to come by".

If you got one and you believe they may become C&R my advice is sell it now!! C&R will only bring the price down as supply increases won't it?!
