trigger guard on my newly delivered cz 82 will not pull down

i need help to solve my trigger guard problem so i can field strip this cz 82 i received today from J&G. i have lubricated it well and after a few racks of the slide the trigger and hammer returns to the front.should i see about returning it. appreciate your opinion. the remainder of the pistol looks to be in good shape.
