PA63 finish on slides

I,recently purchased 2 PA63s,from Wideners...both guns were in near new condition ..I noticed that the finish on the slides were different ..1, has a nice polished blued finish,while the other one has a much duller finish,showing mill marks,along the rounded sections along the sight plane...I guess my question is: Were these issued to different services.?( military,police,public)

I found 1place,where their theory ,was that the highly finished pistols were for the military and that the police and other officials received the more matted finished ones..??...don't know why the military would something more light reflective ??..my R61 has the high finished blue..
