SUMMARY AS OF:
1/6/2009--Introduced.

Blair Holt's Firearm Licensing and Record of Sale Act of 2009 - Amends the Brady Handgun Violence Prevention Act to prohibit a person from possessing a firearm unless that person has been issued a firearm license under this Act or a state system certified under this Act and such license has not been invalidated or revoked. Prescribes license application, issuance, and renewal requirements.

Prohibits transferring or receiving a qualifying firearm unless the recipient presents a valid firearms license, the license is verified, and the dealer records a tracking authorization number. Prescribes firearms transfer reporting and record keeping requirements. Directs the Attorney General to establish and maintain a federal record of sale system.

Prohibits: (1) transferring a firearm to any person other than a licensee, unless the transfer is processed through a licensed dealer in accordance with national instant criminal background check system requirements, with exceptions; (2) a licensed manufacturer or dealer from failing to comply with reporting and record keeping requirements of this Act; (3) failing to report the loss or theft of the firearm to the Attorney General within 72 hours; (4) failing to report to the Attorney General an address change within 60 days; or (5) keeping a loaded firearm, or an unloaded firearm and ammunition for the firearm, knowingly or recklessly disregarding the risk that a child is capable of gaining access, if a child uses the firearm and causes death or serious bodily injury.

Prescribes criminal penalties for violations of firearms provisions covered by this Act.

Directs the Attorney General to: (1) establish and maintain a firearm injury information clearinghouse; (2) conduct continuing studies and investigations of firearm-related deaths and injuries; and (3) collect and maintain current production and sales figures of each licensed manufacturer.

Authorizes the Attorney General to certify state firearm licensing or record of sale systems.

Wasn't Ol Bobby was a member of the black panthers back in the sixties? They didn't seem to mind weapons. :o

I hope, beyond hope, that there are enough of us red-blooded Americans left to put up a fight against these freaking Liberals. I am afraid though, that the color of our blood will become obvious. We are in for a historic battle against Socialism. It seems the entire world is against us.

I am more than willing to fight this behavior in my front yard. No one gets it. Socialism/Communism/Marxism <--these ideas DO NOT WORK. It has been proven time and time again. I don't want to stand in line to see a doctor or get bread. I want to sit in a comfy waiting room and push my own damn cart to my own damn high cholesterol foods. I have faith that the good people of this country will not lay down.

Wow, this is should make any American cringe. "The times, they are a changin'." I, for one, stand ready to defend my rights once again . . . too bad this time it's on home soil. Never should've come to this.

no they didn't. it was one of their 10 points I believe to ban gun control. they understood that gun control was primarily for keeping the masses in check, same as drug prohibition. I read some more about the old black panther party, they also believed in expemtion from military service for all african americans. it is true that many were basically socialists/communists but thank goodness even among african americans they were considered an extreme organization. I still believe the majority of americans are of sound patriotic spirit it's just that many have become so accustomed to this life they think it's a god given right when in facts we only have these rights because of those who gave their life for what we have today. sorry for preaching but it's past time to get off our tails and take it all back.

A similar bill was introduced on Jun 11, 2007. It had 16 Democratic cosponsors. The bill never made it to a vote. The bill was H.R. 2666. The current bill is pretty much the same bill. Currently there are no cosponsors.

This administration is making a clear statement guns only have two enemies rust and politicians.
