I use Brass ammo. Try a different load!

When you have to nudge the slide to return to battery, something is amiss. I would suspect fouling, but you have cleaned it well.
Could be need a Wolffe spring kit.

I have a Norinco M59 Makarov in 9×18, but the paperwork that came with it callled it a 9×18 Ultra, which it is not.
Be careful what you use in your pistol, could be a translating error, or inadvertant import marks.

I also put in the Wollfe springs, and saw, felt, no discernable difference, but many members definitely say it did!

My first 9×18 was the P-83. Love it a lot. Have 2 P-64s, and they kick heavy to me. But use it for my EDC.

I EDC my P-64, and shoot it regularly. It kicks more than my Maks, in my opinion. You can try all the grip, ammo, spring combinations, but my hand hurts after a box, and I get slide bite. But it is so small and thin, and carry's like a dream, and is worth it. I only shoot Brass in it. Have fun worki...

Inexpensive to buy, sturdy, and the parts are available. I EDC my P-64, and do not shoot it as much as my 2nd one.
