Because if you do NOT crimp and the bullet gets pushed too deeply into the case your chamber pressures could get high enough to seriously damage or blow apart your pistol while you are holding it, which is not something I am willing to volunteer for. Gman, the two pistols are very close (key words) in size and dimensions, but they are NOT the same. That being said you may find that the P-64 fits in some and not in other holsters made for the PPK based on the manufacturers sizing just like Nike size 10's will be a hair different than Puma size 10...

Possibly snailman but unlikely. That round is steel cased, my bet is it is russian manufacture and to military specs I bet as well. And military ammo has a reputation for hard primers. If it was of Western manufacture ie; brass cased and boxer primed then I would say there is a better chance of that...
