Pretty sure it is just the ammo. I tried some PPU, Fiocchi and American Eagle this week, Had no problem with the Fiocchi and American Eagle but with the PPU I experienced buldged cases.

I have used a dry lube called Poxylube CP-200 given to me by a Lock Smith. My guess is it is a graphite substitute. Comes in a spray can. To help me identify my 9mm Makarov brass quickly, I use a red sharpie on the headstamps. That makes separating 9mm Mak from 9mm Luger brass quick and easy. If you do as PA-joe mentioned and remove and polish it, you will notice it functions a lot smoother. It still has to push the hammer back a bit when it is forward so there is some resistance but it will be better.
